As always, we learn from PEMDAS. First comes always parentheses. so you would have to solve (-2/3+5).

-4x(-2/3=5) -4x•14/3 -4x•13/3 -52x/3

So, -2/3+5= 13/3 Now we have -4x13/3. After that we put -4x on the numerator and multiply that and 13, along with dividing the denominator, which is 3.
