I think they mean the alarm doesn't go off, Not turn off. They can further explain though.

just factory reset it, but make sure to save the things that you need.

Well since you have a Samsung phone you have to go to the clock app on your phone then from there go over to the alarms and then you will be able to set different alarms and turn the ones that you have on already off.
