Well, it's how they sent supplies over to the colonies which started the Boston Tea party because of the taxes, but I don't think that goes with the question. Not sure tbh

I think that's a good answer, because of how the British did enforce taxes on tea and other drinks. Also, the harbor had tea delivered to it.
