it said i coulnt make a new account (on my phone and personal email) and then on this i saw someone say that they were leaving, and just after that my phone could make an account

Exactly. An IP address identifies your location, the devices used in that location, and other things as well. Meaning, you cannot make any accounts using that IP. Unless you use a device that hasn't previously connected to that IP.
