C: High school classes give too much homework
Homework is set up to be an evaluation of a student's ability to learn any subject. When a student is given these evaluations in multiple classes, they each take away from the student's available time to apply a significant effort to each subject in turn. High school students have a variety of responsibilities; outside of the 8 hours of school, the travel to and from their homes, and any extracurriculars, the average high school student still has chores or a part-time job to tend to. With 8 hours of school, the wide-spread "requirement" for 8 hours of sleep, time set in for meals, extracurriculars, and work, students only have approximately 3 remaining hours to do homework for all of their classes. Because of this, there is not enough time for a student to continuously complete homework for multiple classes on a daily basis.
