C is a good guess, but if you re-read the passage, it states that "police... should be located at more than one spot" which is not saying the police need to change how they direct traffic, but rather, the town needs to change where the police are positioned. they also mentioned in the last sentence "we need to make changes". this is more in line with choice D.
