treat the less than and greater than signs as an equal sign and solve it as if it a normal equation. 17x+5≤70, first you subtract 5 from 70 giving you 17x≤65. after that you divide 65 by 17 and you should get a decimal something like 3.823. you answer is x≤3.82

oH ok so on ur number line u gotta put a closed circle on uhh.. id say 4 bc if you round up 3.82 its 4. so put a dot on four and since your sign (≤) is a less than or equal to draw an arrow going down the line on your number line (ill send a picture bc its confusing)
