similar logic with the width: 11 + 2x

so the area of the entire rectangle is (15+2x)(11+2x)
the area of the building itself is 11 * 15

the area of the path is the (area of the entire rectangle) - (area of the building) = 60

so (15+2x)(11+2x) - 11*15 = 60

solve for x
