They didnt just put hitler in the story just for no reason, they did it to support the main idea. as you see, the person is talking about how unfair is arrest was. another thing that would support that main idea is what he says at the end, on what he would have done.

because in the text he says that ''But I am sure that, if I had lived in Germany during that time, I would have aided and comforted my Jewish brothers even though it was illegal.'' and in the beginning he is talking ab hoe he was parading without a permit but he took the consciences of the arrest because he knew it was illegal but he wanted to fight for justice
you have just quoted something that supports the main idea. He says ''But I am sure that, if I had lived in Germany during that time, I would have aided and comforted my Jewish brothers even though it was illegal." because of how unfair he thought his arrest was. Sure you could say he was going to fight for justice maybe later in that story, but thats not what i see it talking about right now.
He also put the definition of what breaking the law means, supporting the main idea he has about how he thinks he was wrongly arrested and how unfair it was about his arrest.
