ok so the question is asking you after the event which of the layers would be the oldest. So looking at the 1st picture layer A would be the oldest after the event happened layer A sits at the top. which one do you think it is?

technically no because although its at the bottom it still doesn't change the fact that layer A was the oldest first so you cant change the age of something just because it shifted
