According to the flowchart, forces A, B, and C do not involve ions. More specifically, B and C are forces that involve "permanent dipoles". I think forces B and C are both dipole-dipole forces. I also think that bonds between H atoms and F, O, or N atoms are particularly strong. Based on this, I would assume that force C, which includes these bonds, is stronger than force B. So, I think the best answer would be "Force B represents dipole-dipole forces, which are weaker than the forces represented by C"
