I know Congress has the power to declare war, and the President has the power to create undeclared war
I think the President may have the power to declare war too, but my class says he never used that power, so maybe he can't
my class says Congress can declare war, so maybe the President can't?
The president has to go to congress to declare war he himself can not actually declare war without getting permission first. There is only very certain circumstances where the president can go to war without asking congress.
