old question, answering to close. notice that the x-axis is time and the y-axis is the amount charged. the slope, therefore, the slope is the change in amount charged per hour. the flat fee is the amount charged at time = 0, or in other words, the y-intercept. therefore, increasing the hourly fee from 10 to 30 per hour will increase the slope to 30, and increasing the flat fee from 20 to 45 will increase the y intercept to 45.
