help please!! is this a function? {(0,1), (3,2), (-8,3), (-7,2), (3,4)}

Vocaloid:

notice the points (3,2) and (3,4) this implies x = 3 is being assigned to two different y values 2 and 4. what does this tell you about it being a function or not?
