1.Military and industry leaders resisted the order. 2.The American military was desegregated. 3.Black Americans were barred from fighting in the military. 4.Black Americans were finally allowed to fight for the United States.

Roosevelt responded to the black leaders and which declared, "There shall be no discrimination in the employment of workers in defense industries and in Government, because of race, creed, color, or national origin."
