It would be a metaphor because he was comparing two things that aren't similar without saying 'like' or 'as'. Why it wouldn't be an allusion is because it directly stated the figurative language. Alliteration is where a sentence starts with the same letter for the whole sentence. I.e: Peter picked a pickled piper. This wouldn't be assonance because this is not poetry it is a quote.
