I do agree with this statement. Like @LandonGoma said, Thomas Jefferson means that not everyone should have freedom, but a little differently. He means that the people should have more rights than the government. This is what the Anti-Federalists believe. They believe that the government is already strong and does/did need a Bill of Rights. This is like the beginning of the U.S Constitution. "We the People".

Jefferson essentially meant that the focal point of government is to allow and maintain individuals to live in peace with autonomy and rights. Also, government is supposed to do what is best for the people, not the ones in power.
