Does it say that she's IP banned or anything? Because sometimes, people with similar IPs get IP banned and it causes people to not be able to join.

I know that, but people with an IP address similar to hers get's IP banned it causes other people with a similar IP to not be able to get an account-

If she is currently in school, it won't work on a school-stationed device, if she is using the school's network. If she is not currently in school, then the problem more than likely lies in the IP address being banned by the 'QuestionCoves' server, or her email isn't efficient, which can happen, especially depending upon the email's domain.
