I would choose college but only in the state in which you were born in. for example, if you were born in Ohio, you could go to Xavier, Ohio State, UC ETC.
I would choose this because you could only get this if you were adopted or in the foster care system. I was in the system and once i heard we get college free i thought about the others that weren't and was not fair. this would make a change because paying for college is one of the most hardest money decisions someone will ever make.
