The purpose of the Indian Relocation Act was to basically move Native Americans out of their reservations/land and move into the city so they can join the workforce. The government did tons of stuff to incentivize this like providing funding for urban housing, providing job training for their new jobs, and just generally helping out Native Americans who are moving into the cities. Whether or not this was effective though is debatable, but, with that in mind, the three intended purposes would be: 1. Help Native Americans settle in urban areas 2. Provide job training for Native Americans 3. Ensure government funded-housing for Native Americans in urban areas.
Also something interesting if you wanna learn more is the wounded knee occupation in 1973, really interesting event that's rarely ever discussed in history classes.
