My cousin is trying to figure out a question and I'm bad at explaining, help. What is 0.84 x 10^5 , also 84 x 10^2 , and 8.4 x 10^3

Yeah so 10 to the second power is basically saying 10 but with the extra "0" so it would be 100 same with the others, 10^3=1000 hence the "three" so you put in three zeros
