It would'nt  be C or B because those two dont really sound right for the homestead of 1892..And to me higher wages don't sound right. So what do you think it leaves you off with?

Look at it from a stance of "what is a strike?" We know that a strike is a movement to change or retaliate against some subject of immediate concern, so what would you think your answer would be? Given what you know about the Homestead Strike and it's focus on changing wages; what was it's complete focus?
