This question was closed, but just in case you still need help: calculate the slope of 2x - 3y = 24 by solving for y to get it in y = mx + b form m is your slope because this new line is parallel to 2x - 3y = 24, it has the same m value from there, use y - y1 = m(x-x1), plug in the m value along with the point (-3,-7) as your x1, y1, value. that'll give you the equation in point slope form. that should work, but you can also re-write in y = mx + b form if that's what they prefer.
