I think the answer would be "Tap water is perfectly safe to drink" because the writer talks about how the government is more strict on the tap water being fresh/clean than the bottled water I also think the second answer will be "More people should drink tap water." because the author wrote about how not many people were recycling them and we would want to get rid of that and he was kind of advertising the tap water so I think he was trying to lean towards that.
