The majority of the population will live in cities, like Dallas, Houston, and Austin. Plus a few more. While everywhere else, the population is scarce. So a law is being voted on just for Texas, and it affects the area with less population. The city counties will be able to pass the law because they have more population. The other parts, can't do much because they have less population that the cities.
