Based on the answer choices alone, we are looking for information that "makes [the street orphans] seem like any other children". I would say that both the second and fourth answer choices suggest this kind of comparison.
"They are begging for food and whining just like Rukmani’s children did when they were hungry" presents a direct comparison to Rukmani's children
"They run and play even though they are starving and alone in the world" describes a behavior that small children are known for
