(2x+3)(4x-1) < 8x^2 + 1

they applied FOIL to the left side (first outer inner last) to get

2x(4x) + (2x)(-1) + (3)(4x) + (3)(-1) < 8x^2 + 1

then they simplified to get

8x^2 - 2x + 12x - 3 < 8x^2 + 1

they combined like terms (the x terms on the left side. -2x + 12x = 10x)

8x^2 + 10x - 3 < 8x^2 + 1

then they crossed out/subtracted 8x^2 from both sides

10x - 3 < 1

they added 3 to each side to isolate 10x

10x < 4

then finally dividing by 10 to get

x < 4/10 or 0.4
