Okay, before you outline the hair, I recommend outlining anything close to the hair such as the eyebrows, and I'd definitely instead of using black I would use different shades of blue just because of how light the blue on there is now.

i would probably try giving the hair more detail and not make it so flat; and maybe make the nose a bit higher.
