Well, an effect (usually) isn’t a “rational” one when it comes to literature, so I’d agree with you on C and D not making any sense

He does say high o´er the hills which is a setting, probably in a forest with ¨trees¨ lake is a setting

Yeah, the setting is in a forest/hilly terrain given the choice of words

As well as that, displaying the idea that they are “common,” doesn’t really fit in with the idea that that’s an effect. So you’d be right on it being B.
