There’s a few ways you could do this. I’d personally split the mixed number into (16 + 2/3) and divide each part separately.

16/4 is simply 4.

2/3 divided by 4 is a bit more complicated. You can multiply (2/3)*(1/4) and then simplify the resulting fraction.
