the word "Not" is a key word, so we would eliminate the choices where remote sensing would be useful. The the answer would be where it is Not useful

okay so remote sensing involves satellites as one of the tools. That is the reason we can predict what the weather will be like in a certain area, and if and when severe weather may develop. So we can eliminate choices D and E
