Obviously, we can knock out these answers: 
To unite the people in the area (bc that's not what terrorists do, but it could work if it were an effect)
To bring economic activities to a halt
 (this one i'm not entirely sure abt but i'm gonna put it here for now)
To make the population question the government's legitimacy
