I'd say C makes the most sense, since he's drawing attention not to the battle against the literal enemies, but of the "common enemies of man: tyranny, poverty, disease, and war itself."
I would agree it is c because for a it is asking to join other nations but that speech is aiming towards more of a common good awnser. So c would be the correct awnser.
