okay so all you need to do is simplify it so starting with the denominator you have 4(x+3) you have to do 4 times x, and then 4 times 3 you end up with 4x+12 after factoring you get \[\frac{ (x+3)(x+7) }{ 4(x+3) }\] that simplifies to \[\frac{ 1 }{ 4 }x +\frac{ 7 }{4 }\] which is \[\frac{ x+7 }{4 }\]
