Yeah A makes the most sense here. It would be "Around the house, there are three rules everyone must follow; these rules are nonnegotiable." The other options wouldn't make sense with a semicolon: B would be like "If you ever catch on fire, you should stop, drop, and roll." No semicolon C would be like "When you come to my house, I will show you my CD collection and my train collection." Only 1 comma added, no semicolon D would be like "Would you rather go shopping or to the movies?" No semicolon

Well the two clauses in that sentence are separated by a semicolon and could be sentences on their own, so A makes the most sense. I hope this helps.
