Because without good soil and a good climate, you won't be able to grow anything. Slavery, lumber, and relying on something has nothing to do with how they were able to do something. However, climate and soil is important, so therefore, the answer is A. This is the last time I'm telling you the answer straight-up, so next time you ask for help, please expect me to try and help you work out the problem. Besides this, have you talked to your teachers yet about your struggles? And also, I'd suggest trying to think of key words when reading the questions to help you out more, and to look up the definition of any words you may not understand--that's what's helped me with reading problems, since it's quite hard for me to read and understand some, too.
