Well, you can't really tell if the car/circle is balanced/unblanced, since it doesn't move. And buoyant means the tendency of an object to float in a fluid, which since its a "car" it wouldn't float and it would still move. But inertia is relating to or arising from inertia, which means the idea that an object will continue its current motion until some force causes its speed or direction to change.
