Legislation is responsible for the protection of individuals from the effects of participating in dangerous activities. Even if the individuals are not following the rules and regulations, which might threaten their lives, the judiciary has the right to take action against those individuals because they're creating a bad situation for society. A public policy issue is also involved because if a motorcyclist is injured in an accident due to the fact that the motorcyclist was not wearing a protective helmet, society will end up paying in the form of increased medical care expenses, lost productivity, and welfare for other family members. Because of this, the state has an interest in protecting the public by limiting some individual rights. "
