Leiland didn't really explain this but the way he got 90 was from the first thing they noted with the givens.
What it stated is basically line OA is perpendicular to line OC (the upside down T indicates 'perpendicular.') If this is true, then angle AOC must equal 90, as all right angles are created by perpendicular lines, and they equal 90. So therefore the angles constituting that right angle must equal 90. Therefore you can equate them to 90 and solve for the variables.
