A concrete statement is basically a sentence that states a fact, or what is supposed to be a fact. The way I see it, it's straightforward and no-nonsense, getting right to the point. So right away we can eliminate D because that is highly opinionated. B isn't straightforward and misses the point, and A is too vague.
