I don't think John Adams was an effective president. He signed the Alien and Sedition Acts, which were laws that raised the residency requirements for citizenship from 5 to 14 years, authorized the president to deport "aliens," and permitted their arrest, imprisonment, and deportation during wartime, and he built up the Army and Navy in the undeclared naval war (called the "Quasi-War") with France.
