Correct Answer: A Explanation: Federalists didn't form an alliance with France so D is out, and they def did not start a war with Great Britain because they were opposed to that. As for C they wanted a bette and stronger government so building up a larger army doesn't make sense. A is correct because federalist, the former supporting a strict interpretation and the latter advocating a loose interpretation.
