In practice, you don't seem to have a good example of any commercial business offering different rates for men and women. They do exist, but the fact that you don't have one suggests you are really asking a different question.

In theory, if you are a man, you should pay what the fee for a man is. Combining fees because you have an ambiguous gender doesn't make sense. That would suggest you are both which is impossible.
