Here it is: I have cities, but no houses. I have mountains, but no trees. I have water, but no fish. What am I?

It would be a map because saying as maps don't show the detail of there being fish they don't include it, and with trees, it'd be a waste of time when making them so they never included trees, but yes it does show cities and mountains.
