How did the use of salutary neglect during the colonial period differ from the strict enforcement of the mercantilist system?

salutary neglect was britain NEGLECTING to colonies, no laws would be enforced by britain and the colonies wouldnt get representation in the british parliment. but on the other hand, mercantalism was a strict policy that made it so the colonies could only trade with britain. so salutary neglect and mercantilism differ because one had little enforcement and intervention and the other had lots of it.
