1) What/where is the best place to make a resume?
2) What is the best thing to put on a resume?
3) How do I convince someone that they can stop being such a greedy person and open their eyes, and wake up, and realize that what they're doing is wrong in the least violent way possible? A relative of mine doesn't seem to understand that their parent doesn't have the money to keep wasting money on stuff.

1) YouTube has tons of videos explaining how to build your resume, so that's a place you can turn to. If you're asking for specific sites that create/make resumes for you, I don't recommend that at all because people hiring/whoever is reading your resume can easily put your resumes under sites/apps that scan for AI written works and such. 
2) Well, a resume generally consists of personal information such as your name and address, past/present education as well as work experience, awards/accomplishments you've earned, and your skills
