Well, depends really. While it IS possible for a fish to have a dream, they are light sleepers because of all the predators around ready to eat them so as their light sleepers they can't get eaten as easily, especially with the depth their in so it's very hard for fish to dream. But to answer your question, it is POSSIBLE.

Dreams normally happen around the REM time you know? So if we can do a brain scan on fishies and see if they reach REM levels then maybe they do
