The better grammatical way to say that is the second option, "If you got offended, IT'S on you." Reason for this is because "it's" is a contraction of "it is". If you spread the sentence out, it reads "If you got offended, it is on you." Its on the other hand is a word that has the connotation of being when you're trying to say something is theirs. I.E "Its" book or "its laptop"
