Do you know what the open (unshaded)/closed (shaded) bubbles represent? Open (unshaded) bubbles mean that the valeu is NOT included. They also represent the symbols of < or > Closed (shaded) bubbles means that the value IS included. (greater than or equal to; less than or equal to)

So in your question, the inequality is at 4. The bubble is closed, meaning 4 is included (so greater/less than or equal to.) and the arrow is going to the right, to values GREATER than 4. So your inequality would look something like this: \[\large x \ge 4 \] Where x represents the values that could be 4 or greater.
