Sort of.

Basically gerrymandering allows state legislatures to manipulate the boundaries of electoral districts to favor a specific political party or group, such as in favor for either Democratic, Republican, or Independent. Meaning the majority of the vote is all askew based on how state legislatures allow the vote to happen.

So no matter the majority or minority, if the state legislatures manipulate the districts for who they want, the group they chose will win a vote?

Pretty much. It's like on a ballot, they give you a choice of "Fill in with an X for whom you like  to vote for", and even for "Other" and writing in your own, they basically go off by if who you're voting for is either of the political parties, and vote counts towards who they already have the X position marked for.
